I have a hot wheels shelby cobra 427 s/c 1:64 scale that i want repaint, i was wondering how do i go about in painting the rim on the glass and also repainting the spokes and wheel rims?

It can be acrylic, enamel or lacquer.

I use Rock Miracle paint stripper, which is mostly found at the Mom-&-Pop hardware stores. Lowe's & Home depot do not carry that brand.
