Enrile won't sign Neri arrest order

PASAY CITY, Philippines--Senator Juan Ponce-Enrile says that as a Cabinet member, Secretary Romulo Neri is covered by executive privilege and therefore cannot be arrested for his refusal to attend the hearings on the controversial national broadband network project.
