This is a bunch of bologna. Good luck trying to talk to the "hiring manager" at any company. From my personal experience, most of them do not want to be bothered, nor contacted by potential candidates. And if you don't have any contacts at the company, you are pretty much out of luck. All you can do, is sit back and wait and hope your resume got through to them.
With the job market the way it is today, everyone is on their own in finding a job. No one wants to help anyone with job leads.
