The guy wasn't a jumper. He was clearly trying to scale down the outside of the building on a cable/rope to get into a floor beneath to escape the smoke/fire. At 1:43 his foot slips and he loses his grip on the rope, then falls. He lets his body go limp because he probably was accepting that he was about to die. Brave but so sad.
