When he says 'they' he's making reference to the Federal Reserve and he is being sarcastic when he said they are more powerful than the 'other three branches'. Sarcastic but true. Since the Fed is private, they aren't covered by checks and balances. Listen to what he says, it's some good info.

Thank you. I thought he meant the Federal Reserve Bank but isn't it under (I am bad at catching sarcasm.)
I don't think I quite understand how the federal works. I will try to look into it and learn more about it. Thank you once again for your answer.
