I thought Fai / Big Cat (lolz) couldn't use magic??? I thought Yuko took away his tatoo so now he couldn't use it cuz he made a vow not to without his tatoo??? What happened to that???

It wasn't like he couldn't use magic, it was more like he wouldn't. ^_^; Like Ashen Soul said, it simply restrained his magic from growing.
