i could DL the game but couldn't enter in uplay as soon as i tried to log in the connection just feels is it country locked?

Listen everybody:
In order to play EZ2ON, u NEED a Korean Social Security Number (known as KSSN)... its like the Identity Number of many countries (Cédula de Identidad para Chile... ej : 8.346.575-1).
Example (ISN'T A REAL KSSN)
Name : ASDF
KSSN : 751641-1616412
Within a KSSN, you can either register to UPlay (accounts created on the first beta can be linked to UPlay only with login+pass).
Dont try to steal a existing KSSN. ITS ILLEGAL.

I think its not country locked (like ip locked) but you're required to use a korean social security number for signup.... soooo that may be a problem...
although i think someone said that they might plan an international release later
