http://www.yardlover.com/stump-out-1lb Bonide Stump-out dissolves the lignin binding between cellulose layers of the stump making it porous. When kerosene or fuel oil is poured onto the stump and the stump is ignited, it can burn down to the roots. Safe, easy to use, non-explosive and will not harm surrounding vegetation.
Stump Out can be used in locales that prohibit open burning. If burning is not desired, this product may still be used to accelerate the process of natural decomposition.

@weirdone17 Check the package or the materials safety data sheet (MSDS). You should be able to find the MSDS on the manufacturers website.

I used 1 bag of water softener salt on some willow stumps and it worked great.

I just bought some, the directions say to drill 1"x10" deep holes and connecting side vent holes, then pour the stump-out in the holes. The stump is so dense I can't get my auger bit very deep, so I guess I will just sprinkle it on top?
