Tatarstan tries to boost birth rate

Tatarstan's government is partly subsidising fertility treatement is a bid to boost flagging birth rates in the central Russian republic. Traditionally, Tartar families have been extremely large with five or six children. But now the average is two or three.

can anyone tell me why is there birth rate is so low? is it due to couples having babies at a late mature age or there are medical reasons ?

I also know that one of the main reasons for a low birthrate is women who are educated ten to have less children and sometimes opt for a career instead of children , I wonder if that also could be a factor in Tatarstan?
