Yes I think he was reading a script. That seemed to be part of tfoot's initial proposal.. either tfoot made it or vfx made it and it was approved to be read out.
Yes tfoot also proposed to apologize as a way to avoid legal confrontation.
I wasn't expecting vfx to put on joker makeup and do a really good apology anyways.
