the rule is that the penalty is competely over once the ball has competly stopped or has been saved/ scored, in this case the ball was still spinning from the contact of the striker even though the keeper saved the first contact he could not prevent the spin of the ball going in, the striker didnt mean this but the ball had not come to a complete stand still, hence play is still occuring
