the second guy rapping dosen't seem to talk about what Kanye is singing about, Kanye is singing/rapping about the conflict diamonds in Africa and how they are still so prized in the world even by him yet they were exchanged for mutilation, slavery and death. He's conflicted because he enjoys that status symbol that comes along with diamonds but knows about "blood diamonds". The second guy seems to be getting a shout to himself.
