It was around Illinois, not the country. 7 debates, one for each of the states' congressional districts at the time, minus Springfield and Chicago. Lincoln had already given a speech in Springfield and Douglas in Chicago, so those two were excluded from the circuit. This thing is misinformed.

The South rejected this offer. So it seems that the Inited States thought no more of the Negro than the Souith did.
