the white powdery stuff is sumply called Buffering.. it's packed inside the shell so the lead pellets will remain in place and will not rattle around.. and it also assists greatly in the shot pattern as it exits the cylinder bore.. and travels toward the target.. if u didnt have the bufferring.. your shot pattern would suck.. and also the shot shell would have lots of rattling noise as u shake it in your hand or whatever..

I found this video while trying to figure out what the heck kinda white grains I got on my ammo, turns out the round was just leaking! I was like WTF kind of white granular crap did I get on my shells!?!?

I know it has pretty much already been addressed, but the white powder is basically a powdered plastic, used as a buffer so that the force of the wad pushing the pellets is transferred over a more uniform contact area and keeps the pellets from as much interaction with each other while traveling down the barrel...
