This is an Anime Music Video from amv.org, it is made by a member there that is called JewelofLightning at the 23. April in the year of 2003. Still even to this date it is one of my most favorite AMV's.

I hate to break this too you but she did not do this video. she blatantly ripped it off from another video creator you edited this video two years previous. it actually won an award at an anime convention in 2001.
