Improving the quality of education is VERY simple. Treat schools in the same scrutiny that you do with colleges. Allow students to rate their teachers. FIRE the teachers who are bad. In the United States it's very difficult to fire a bad teacher from a public school, because of the Unions.

Truer words could not be said. You could have an outstanding, enthusiastic, nurturing teacher, and the child might still fail because of his\her home environment. School isn't daycare. Parents have to be involved and supportive, and genuinely involved in the child's curriculum. Your statement is exactly right.
