Cesar was turned in as a stray to a South Bay shelter. This shelter doesn't have adequate facilities for birds. He was held in a windowless, dimly lit room in a very small cage. His feathers were filthy.
Now he's cleaned up, has had blood work as well as chlamydia and Pacheco's tests - and he's healthy! He has a great time playing quietly with toys by himself.
He will probably do well with humans who give him lots of love and respect, a big cage, abundant toys, healthy food, and out of cage time. He will more than reward that effort!
