starforce games have voice actors and the english ones don't?

Yes it can, but only if you play with roms :/ Though if people can extract games from gamecards, maybe there's a way to get a rom with japanese voices on a game card too.. (I have no idea how though)

fair enough. i prefer theres no dub at all rather than crappy english dub version.

would love to have japan dub in english version, and theres no way that can be realized.
