More Users on 2009, it shows that the population of User grows yearly by big percentage.

Its a YouTube standard limitation - considering YouTube is "googled" youd think theyd let their own stuff be as big as they want though :)

Yep but they are director accounts without that limit (and this one of them). No reason to do this unless they have problem with file size.
If you take for example video "Google I/O 2008 - An Introduction to Android" in this same channel it is 52 min.
