in halo legends it explains it all; with the humans and the forerunners, the forerunners had a facility on earth to study the humans as well as the covenant, so it would make sense that both human and forerunner might have the same d.n.a

i was reading somewhere on Wikipedia why it they used them...but i cant seem to find it....well it has to deal that humans have come from the forerunners and have some sort of blood line. so its probable that covenants need humans because the machine or the key recognizes them as forerunners...
i could b wrong so ill look for that wikipedia page
