Condoleezza Rice, the US Secretary of State, is to make an historic first visit to Libya on Friday, September 5, 2008.

Her visit will be the first by a US secretary of state to Libya since 1953.

Libya was on the state department list of state sponsors of terrorism until 2006, when it abandoned weapons of mass destruction and renounced terrorism.

Earlier this month, Libya agreed a compensation deal for families of the victims of the 1988 Lockerbie bombing.

The deal paved the way for Rice's visit to what was once considered a pariah state. Muammar Gaddafi, the Libyan leader, was once described by the late President Ronald Reagan as a "mad dog".

We ask what's changed for both countries - and why? And who stands to benefit the most as the money pours in?

  • u.s. is always about oil,money not for human right or any thing else.if they get what they want form a regime from that country then they go with war like iraq and so many other power less country.they all ways they because god want them to be their like for exmple iraq, i guess god told them to kill innocent ppl when all long they where the one supporting these regime,its all fun of this world the rich get what they always want and the hungry poor innocent get killed at end.

  • I would strongly disagree that Libya is a failed state. The professor is mistaken - there are very good hospitals in Libya, and when my family lived in Misurata in the 80s my father drove me me frequently along a very good highway between Misurata and Tripoli. It is a beautiful and kind country and I hope to visit it again soon. And I also wish to congratulate tomorrow's national day to all who might read this in Libya itself!

  • Ali crap, when you say there is no hospitals and no roads!! let me tel you a little about LIBYA cuz you don't know any thing about it, we have one of the best free health care in the world, roads are very good and free unlike other countries (Toll Roads), the latest car models every where in libya very low prices to libyan citizens, we have the cheapest prices in the world, we don't talk about gas prices unlike the US & UK, we have are freedom, no taxes in our country, fuck off u garbage
