He's talking about presence vs. absence of Truth. At the lowest level of humiliation, shame and powerlessness, Truth is most lacking. In the middle, above the level of pride and on into the level of objectivity, Truth is present at a much more powerful level. He's talking about how the context of our being is something we learn, where the petty content of life ceases to control our thinking.
