Emily, everything you mention (no National Curriculum, small class sizes, no formal tests etc) is exactly what happens at Lewes New School. It was set up by parents in 2000.
Been trying for years to get state funding, maybe in future? Till then, we have to charge, though only enough to cover costs.

By the way, good discipline is a RESULT of kids feeling listened to and engaged.
