I don't know if anyone has noticed how is is metaphorical/analagous to modern times?
Perhaps think of that infamous day on in 2001.... the day that changed the world. And apply that to this scene, but replace the names of the fictional characters with their equivilent roles/titles from the real world.

what? rufus did'nt even try to help cloud n co.... remember he had tifa and barret sentenced to death?

Rufus was bad but toward the end of FF7 he reformed his ways and help Cloud destroy seperioth. But he was more cut throat then his father before he reformed so i think he would do something like this
