@mkschreder There are number of reasons, one of them is that Berisovsky still wants to privatise a number of state's assets and return to power, but Putin is not prepared to that just yet. A book by A.S. Cowel 'the terminal spy" aka Litvinenko case will explain a lot, and it is a good read too
