It is illegal to block a driveway by parking in front of it. However, currently this is not something that a council can enforce since obstruction of a highway is a criminal, not a civil, matter. If the council introduces a bylaw or a parking/traffic regulation order against parking outside a driveway then it becomes a civil matter as well as a criminal matter and they can then enforce it with parking tickets.
