shader 2.0c is very old. people just need to get with the program.... upgrade to modern time.
its not a big deal. all you need to do is buy a graphic card that support shader 2.0+ and every card these days has.

shader 4.0 or not... dont matter when the game only use 2.0c
whats your actual card? get lots of ram and decent card to play smooth.
