Mark's statement in the House of Commons took place December 1st when, as Liberal Public Safety Critic, he moved a "concurrence motion" on a Public Safety Committee report defending Canada's prison farm program. If the report is concurred in (receives the support of a majority of MPs in a vote) the report's recommendations, including calling on the government to stop any further closures, will become clear resolutions of the House of Commons.
The Conservatives are dead set against Canada's prison farm program on ideological grounds. They deliberately ignore overwhelming evidence showing the farms are effective at rehabilitating offenders who are soon to be released back into the general population, dramatically reducing recidivism, and providing a reliable source of produce for prisons. The Conservatives even tried to kill debate with a motion of their own that would also have prevented the report from ever coming to a vote. Their efforts failed however when a majority of Opposition MPs joined Mark to defeat the Conservatives' motion.
