Tazers are not meant to be used if the subject isn't being cooperative. They are meant to be used in case of violent actions that don't warrant use of the gun. I;e someone's attacking me with a knife, and he's approaching me, I taze, not shoot him... If he doesn't listen then I repeat until he does something to warrant use of harsh force.

Tasers are "nonlethal" in that they aren't designed to kill like guns are, but there have absolutely been deaths from tasers, they mainly have caused heart-attacks. While Tasers are only supposed to be used when people are being noncooperative, there have been taped taserings where it has been prematurely used. I posted this video for a friend, and do not share the entirety of his views, but people shouldn't give authority a blank check and should be suspicious.
