The bell wasn't necessary to give 'permission' to stop. It was more like an order to stop. There are other speeches in which you can see that: the bell is used several times but the people just keep on applauding and in the end he even gets angry because they don't stop. Stalin was a modest man, that's confirmed by everybody who ever met him, capitalist and communist. Except Trotsky.

Pls read video info. I used the verb "ordered". And of course you are right,, Stalin was as modest and compassionate a tyrant as they come.
