As a neutral observer, it definitely looked like Horton got an arm around Williams, but I don't think it was a strong enough hold to bring him down to the ice.

Horton was near motionless by the time he got his arm and stick under Williams. Seeing how Horton began moving in Williams direction despite barely having his right skate on the ice suggests to me that it was Williams' momentum that slid Horton in the same direction, which would've been physically impossible unless Horton had a good hold on Williams.
