VICTORIA - The Canadian Radio-Television and Telecommunications Commission has delayed its decision to implement a usage-based billing for wholesale customers by at least sixty days.

The Chair of the Commission says the decision to move to a usage based monitoring system is based on two principles. He says ordinary users should not have to bay for the bandwidth consumed by heavy users, and small Internet Service Providers offer competitive alternatives to larger carriers, and it's in the consumer's best interest that they continue to do that.

The decision to delay comes two days after the Prime Minister tweeted about his concern and what it means for consumers. Harper and Industy Minister Tony Clement both said they would ask for a review if the CRTC chose to go ahead.

The CRTC says it will accept submissions from the public over the next sixty days, and may hold a public decision before its May first decision
