You're actually dead on, this is a clip of Darryl 'Flea' Virostko wiping out on a huge wave from the Mavericks film "Whipped". They then spliced it in with another clip of Grant Washburn pulling out of an insane barrel. They then composited this into the "news" footage after then zoom and disguised the transition with a quick motion blur. Good eye!
