I don't think the point is to make them imagine what the music sounds like, but rather to let them experience various aspects of the music (structure, energy, emotion) without having to hear it. I think a combination of visuals and vibrations would allow them to experience the music most effectively.
vibrations would def help people who are def, however i think this would only work if someone became deaf through an accident, naturally born deaf people would just see visuals, they've never heard any sound before and the visual wouldnt be able to make them imaigine what it sounds like.
