This amendment would only make abortion illegal. I don't see it having any real impact on other people. People in institutions are still going to be treated as subhuman. Groups like Autism speaks and the march of dimes will still be able to raise money for eugenics. You can't legislate an unperson into personhood. It comes down to people attitudes about certain kinds of people.
