You need to have the quest A New Escort in your quest log otherwise the Dragon Moss will not spawn.

@WinsEpicThe It is Signet of Mystic Wrath. This build is very old. You could improve it by replacing skill 3 with a PvE only skill that does more damage or is more spammable.
