Two oscillators are sent to the output, left and right. These oscillator outputs have two LEDs each connected to outputs from two 4040's that are clocked by two other osc's. When current is able to flow through (some or all of) the LEDs this affects the (de)charging of the timing capacitors, so pitch changes.
I wouldn't say it sounds good, you should hear this through headphones :). But to demo the use of LEDs it serves it's goal.
