well anyone can throw it in. I'm the flanker on my team and I throw it in a couple times every game. We also have set plays where our #9 throws in. Just that hookers are usually shorter and wider and aren't as effective as lifters or jumpters. props/back row are better lifters and the locks make perfect jumpers.
I have watched rugby my whole life, but still cant figure out why the hooker always throws the ball in. why not prop, or the halfback, for variation to confuse opponets.
