I honestly can't tell if you're retarded or not. The environment in a fighting game does not determine if it is 2D or 3D. Graphically, yes, SFIV is 3D. It's still a 2D fighter. As in two dimensions.
2D (i.e. SFIV, GGXX, SSBM): up/down and left/right
3D (i.e. Tekken): up/down, left/right, and front/back.
