Impounding a bike for a week is nothing. Where I live, they confiscate your bike for TWO weeks if you ride on downtown sidewalks. Each time after that, they fine you twenty bucks.

Well, take it from a social worker who has worked in child abuse - spanking is NOT abuse. Abuse is only with you hit someone hard enough to leave marks - a swat on the butt is not considered abuse. I will share this with you: my friend taught first grade and had trouble with only one aggressive child in the class. This child was always hitting other children. Turns out her parents were the ones who didn't believe in spanking as they thought it "taught violence." Go figure.
