Welfare is a noble cause by the government, who are the People. That's why it's there. But too often it is used for lowlife, husbandless breeders. And get them off the state burden for the moral, needy families who deserve a noble hand fromt the state. That's why religion, not the state, should be taking care of these immoral lowlife breeders, especially Christian charities in the US. The state can't cure immoral lowlife behavior. Religion can. Welfare must move to religion to cure the problem.
