YouTube removed the full length Garbage Warrior movie, but WhiteCordlessKnight's, here on YouTube has it uploaded as parts 1 to 9. Enjoy.

Would water seep through the tire wall in a wet environment like Florida or is the internal wall covered with something like concrete or the plaster you mentioned on the roof cover? Do junk yards just give away old used tires or is there an average cost. It looks like you would use hundreds of tires. I would like to build a small shelter version of this as a project for my upcoming retirement. Filling the tires with dirt looks like it would be a good workout.

Watch the film Garbage Warrior, it goes into more detail. It can be found for free viewing somewhere I'm sure.

So I am assuming an inner wall to cover up wiring and such, otherwise you'd be left with pipes/tubes on the walls (which I personally prefer for convenient access but that most people hate) but how about sewer waste?

If you want this thing to actually be off the grid and capable of efficient water delivery and expulsion you'd need to pipe clean water from a higher source so that you could use a gravity feed in and sewer system out, and those clean sources are running out fast :/
