Yes and no. It is not truly easy to say the same historic branch. The major reason they seem they same. Is the simple fact that the founding grandmaster of Hapkido and Kuk Sa Nim both learned from the same person. Kuk Sa Nim has learned from many masters. BTW this was all roughly pre WWII era. Kuk Sa Nim learned from his grand Father. Who was the last imperial korean royal court. And Kuk Sa Nim and Hapkido were training and traveling together.
There is so much common it is not coinsidence.

not exactly right. I study KSW. I know in early 90's it was differant than now. It was changed in '98. I also know Kuk Sa Nim does make improvements and changes. Just as we do in life we do in KSW.

it realy depends on skill level depending on the technique like on #2 he hits the presure point in the wrist and hand and you will learn to use those when you get higher in rank, and they will expect you too use those when you learn them if the instructor gives permission

Yes, you are correct. They are taught differently from school to school. At the same time, I believe it's encouraged as long as you a) don't do it during tournament and b) you don't stray too far from the original.
The world changes, and therefore martial arts should remain flexible with technique "etiquette." That's why new things are being introduced into Kuk Sool Won.
What you see however, is a lot of of the black belt version of Ki Bohn Su. It's the same but a lot harder. :)
