@linoone927 The thing is that the Civil Protection don't want to leave the Combine, as the CPs are given the rank above dirt(civillains), and also, they are brainwashed, so that kinda prevents them from leaving too. Whats more, is that you have the resistance who are just a bunch of rag-tag guys with guns, who don't really know what the hell they doing. The combine have always seen the Resistance as nothing more than a pesky mosquito, that they let live because they feel generous.
