I think, you guys who are confused, that the scary part is the NOT getting it. You get the setup, the gist of which is that many old laws exist for reasons we don't remember - so we have no idea what chaos the breaking of them ever caused in the first place. Then the crazy history of the building, which manages to be eerie enough - old buildings burning are always unsettling. Then the nonsensical law regarding a creepy location. It's like, "what happens if....?" and no one will ever know.
