I've been to Deer Park (Devore, California) and have been in that Jacuzzi with the waterfall on on no leaks or problems. The pool is nowhere close though, just the steam bath and the restaurant.

any switch in a public area that the operators do not wish just anybody to control should have a lockout on it . You were obviously untrained and unfamiliar with this device so the switch that controls it should not have been where you could access it or been locked. This is actually public code in most every place I know .
