Not quite, both his height and vertical leap are listed in inches. 63'' is 5 foot 3.
It looks like 6'3'' because the number 6 is placed against a white/gray background (his suit), which makes it look like an apostrophe there, when there is not.

God I love Muggsy. He started at the point for the Charlotte Hornets from 89-90 - 96-97.
