believe it or not, anyone who is hired by the NYPD in any sense, has to go through some serious training, that includes lessons and lectures on just this sort of thing. We are taught, and respect CPR. Shame a few bad eggs make the news, and ruin the publics view of the people they entrust to help them. As for the female offending Male and nothing happens, I would agree...though you do have cases where women are facing the same penalties as men for behavior.
