Is torture under any circumstances justified? International law dictates that the ban on torture is absolute. President Bush says the US doesn't torture people but his new Attorney General Michael Mukasey, has refused to say whether a kind of simulated drowning, known as "Waterboarding", constitutes torture. So is America bending the rules?
