@Prinekelz because you arent administrator on your network.
type "net user administrator *" in cmd.
then make a password and confirm it afterwards.

Type "net view" then youll see all computers on your network, then find your victim.
when youve found your victim type "ping *victims computer's name*
then it will show you hes ip address.
and bam!
